Shareholder Proposal Proponents: Social Investors, Corporate Gadflies Dominate

Manhattan Institute's "2019 Proxy Season Overview" summarizes Fortune 250 shareholder proposals by type, proponent, and vote outcome. Notably, 82% of proposals were sponsored by social investors (44%) or corporate gadflies (38%) - most commonly John Chevedden. This telling graphic shows the distribution of proposals by type:
